Two more people have been arrested related to a robbery at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, as stated by law enforcement.

A man, 24, was arrested in Lambeth for suspected theft and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. They both remain in custody, the force said.

These detentions come after an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the attack, a pair of female travelers had stolen from them their luggage upon exiting a parking garage elevator.

A toddler aged three was one of the injured during the incident. Five people went to hospital for medical care and were later released.

Police detained a 31-year-old man for suspected theft and assault close to the location. He was subsequently released pending further inquiries while inquiries continue.

Police were called at approximately 8:10 in the morning GMT after reports came in regarding a number of individuals hurt by a noxious substance believed to be pepper spray.

The assault - an event that police said was isolated and not being treated as terrorism - caused delays to rail services and the partial closure of the Central Terminal Area tunnel and the Terminal 3 car park briefly.
